About

Who we are

The Anti-Corruption Oversight Center (ACOC) is a voluntary, non-governmental, non-profit association of citizens. Our office is in Kharkiv, and we work across Ukraine.

Our goal is public authorities that work transparently, accountably and with integrity, and people whose rights are protected. To get there, we carry out public oversight of state and local government bodies, help prevent corruption risks and promote compliance with anti-corruption law.

We act openly and only by lawful means, guided by the principles of legality, transparency, humanity and voluntary participation.

What we do

Our work

Public anti-corruption oversight

We keep watch over public authorities and state and municipal enterprises, and identify and assess corruption risks.

Public procurement and budget funds

We help check public procurement and tenders paid from the budget, to spot conflicts of interest, discriminatory requirements and other violations early.

Legal assistance

We advise people and organizations, help them protect their rights and legitimate interests and, where needed, represent them before public authorities and in court, as provided by law.

Whistleblower protection

We support people who report corruption: we explain their rights, advise them and help them stay protected.

Reports to the authorities

We help draft and file reports, complaints and requests to the National Agency on Corruption Prevention (NACP), the National Anti-Corruption Bureau (NABU), the State Bureau of Investigation, the prosecutor’s office, the National Police and other bodies.

Legal education

We hold lectures, seminars, trainings and round tables, and prepare clear materials about the law and human rights.
